Thomas Raleigh joined the firm of Ray, Mitev & Associates, LLP in March of 2018 bringing over 25 years of legal experience, with particular expertise in complex litigation, regulatory matters, and commercial land transactions involving environmentally compromised property.
Mr. Raleigh’s litigation experience includes the initiation of mass-tort litigation against the petroleum industry to address MTBE contamination of Long Island’s groundwater, and actions on behalf of residents of historically polluted areas, including Bethpage and Love Canal, NY. He has also worked for New York City’s Special Litigation Unit, representing the City in large-scale personal injury litigation.
Prior to entering private practice, Mr. Raleigh was an Assistant to the Commissioner for the New York State Department of Environmental Conservation (NYSDEC). In this capacity Mr. Raleigh was responsible for environmental enforcement, wetlands regulation, and hazardous waste issues. Mr. Raleigh’s government service also includes appointment as the first Watershed Coordinator for the New York City Watershed, responsible for supervising all NYSDEC activities in New York’s 1,000 square mile watershed, including permitting, land acquisition, environmental impact review, and classification of rivers and wetlands. He also served as the Governor’s representative on both the NYC Municipal Water Finance Authority and the Board of the Catskill Watershed Corporation.
In his career, Mr. Raleigh has facilitated transactions and settlements valued in excess of $3 billion.
